A steering damper for high speed is successfully used by Esko Meriluoto, the constructor of the finnish Protohippus. On the attached picture you can see it right between the base of the handlebar and the rear frame. Also some motor- and mountainbikes use that.

A steering damper somewhat negates my philosophy of
keeping things as simple as possible, but it will be
a good idea for my PX testing series ...
