Why not make the cross bar between the forks a torsion suspension?  It could be 
either independent or on a center pivot to move both rear wheels in a self 
leveling mode.   Even simpler would be a small leaf spring with a fork on each 
end.  As shown suspension forks would not function well.

i think with two forks, strain should notbe a problem. However, the inclination 
of 45° to the wrong side could prove to be bad fpr damping perfomance. Imagine 
you hit a small curbside: the suspension should act along the line "contact 
point tire/curbside" - "center of wheel" 
So a damped seat could perform better with good positioning, than this design. 
Ideally, damping the wheel is best, since you have less "umdamped weight" 
(ungefederte Masse)
