You can still get the cheap, talking, DMM from the National Federation of 
the Blind.  Apparently, you can no longer find the darn things on the open 
market, but the NFB either stock piled a bunch, or have an in somewhere.

If you are outside of the U.S. you cannot just order them online from the 
NFB, but must call them to make the purchase.

It is selling for $49 USD, which appears to be about #32 GBP at todays 
rates.  Plus some shipping.
