Canada is definitely separate my kids are all in Canada and it’s a pain in the
butt to buy and get them stuff.

I can't speak for India, but in the US, every foreign version of Amazon I've
ever used acted as a completely separate webstore, I can't recall ever being
redirected to an equivalent listing on Amazon.com, and have, at one point or
another, imported stuff via Amazon's UK, French, German, Japanese, and I think
Canadian sites.
Granted, the US is one of the few countries that doesn't hit their people with
hefty fines for exercising their right to import foreign goods, and it has been
quite a while since I imported something via one of Amazon's foreign
sites(navigating a webstore in a language you don't understand becomes much
harder when vision loss strips you of visual cues and the ability to take
advantage of similar layouts, and Kanji and Kana being among the character sets
the accessibility stack doesn't know what to do with renders much of what I
remember from taking Japanese for my foreign language requirement in High
school useless).
That said, I did a search on Amazon.com for Tander HDMI to USB adaptor, and I
think this might be a UK-exclusive brand... granted, like with many electronics
listings on Amazon, the product titles for most results are practically word
salad/alphabet soup, making it hard to tell which results are valid and which
are unrelated aside from also interfacing with USB and/or HDMI doing a quick
skim of the results page with the level 2 heading navigational hotkey.
And while I can't think of any immediate use I'd have for such a setup, am I
correct to assume this would require the recieving port to be at least USB 3.0?
