You have to type ./configure first.

I've had to config a new sd card with raspbian Stretch. I had
instructions to install piespeakup from the repository, but when I run

in ttsprojects/raspberry-pi/libilctts/src this returns the next message:
"no targets specified and no makefile found. Stop"
What's the problem? How can i make to talk raspbian?
