I just spent some time reading through the archives and it sounds like it's still a work in progress. So far, it sounds like folks have espeak working and possibly emacspeak, as well as modest success with "yasr" (my favorite console screen-reader so far), but are still working on getting Orca & Speakup to a functional point.
