I know mine has it, but the peculiar thing is that in order to set this on a
given machine, you need its mac address, and somehow the machine needs to be
not connected to the network when you set it, otherwise it errors out, makes
it kind of hard to set one for the machine you're actually on if one wanted
to do so. This doesn't make too much sense as the dhcp could be
changed/restarted later so it takes effect on that machine.

I have never seen a router that did not have settings to set static IP
addresses.
Your router settings can be accessed via your web browser.
You type in an address like:
http://192.168.1.1
The last two numbers will vary, according to the brand of your router.
You can do a web search for your router brand and model, and you should find
the IP address of the config page.
