The procedure at http://www.raspberryvi.org/stories/stuttering.html
Now works. I have got speakup running via the pi's headphone jack.
One minor point,
Could you double check the spelling of
$ cd ilc-1.0.0
I think the folder name is ilsc-1.0.0 or something like that.
