No, piespeakup will not work with an external soundcard.
This is because it uses my OpenMAX sound library to render the sound
directly on the GPU on the Pi to bypass the ALSA driver. This was done
because the ALSA driver stutters very badly and regularly crashes the
kernel when speakup is used as it is usually used with espeakup.
You could use espeakup instead of piespeakup and change to the external
soundcard and that would work.
Or you could switch piespeakup to HDMI.
