Ooh that sounds like a bundle of fun!!!
Gotta love your tenacity though. I'd have given up and installed Windows
years ago... Oh wait! I did! :P

Hello.
I have found out why the speech regularly fails in the desktop when
using ALSA with speech-dispatcher.
What happens is the ALSA sub-system in speech-dispatcher fails to
allocate hardware parameter structures and this causes the sd_espeak
speech-dispatcher module to crash and be unloaded.
I don't know at the moment whether I can solve it by mending
speech-dispatcher.
I also don't think this is specifically a Pi or a Mate issue since I
have seen this behaviour on my laptops as well.
It may be possible to switch speech-dispatcher back to pulseaudio and
prevent console audio from disappearing when Pi user is logged in to
Mate by still using my OMX code.
But this would mean console speech comes out of the analogue or HDMI
port and desktop speech out of whatever speaker or headphones you have
plugged in to the USB dongle.
And I don't know yet if the crash will still happen with pulse. I
suspect not as it's the ALSA audio module in sd that is crashing.
