Helipal is probably your best option. They have the Storm drones that are
small but have a ton of lift because of the upgraded motors. You can also
upgrade your own motors if you’re adventurous.
There are also other types of platforms. A styrofoam airplane body can
have an electric jet added and have a ton of speed and lift.
Definitely enough to carry a Pi and censors.

Well, I’m not sure of lower cost options as I like to provide a range if I
can but I used some gear from DJI. I have a phantom 3 pro, an Inspire and
an M-100 which is a development platform. The M100 has a guidance option
but I used their LIDAR module and my own controller.
A lower cost option might be a home built drone. Helipal sells kits and
preassembled options where you can spec out your own parts. I built a
smaller Helipal quad copter with special motors for my son for racing and
we’ve clocked it over 100 miles per hour if you’re full pitch forward with
the throttle open. I got the parts for that for under $300 instead of $6K
for the M100.
I’ve also read though that I believe it’s parrot that has a drone that you
can mount modules on including an LTE modem for far less money.
