Then why can I connect to another windows PC via crossover cable?
Does Linux not build in something to connect to networks?

Glenn,

If you are simply connecting your Raspi to a laptop with a crossover
cable that won't work because presumably the laptop is not running a
DHCP server.  So the Raspi won't get an IP address.
