You can disable the service with systemctl disable espeakup, or
something similar depending on your OS. (I'm using Arch.) Enabling
or disabling the the service will start or stop the process and
will mark it so that it boots up in that state. So if espeakup is
enabled, it will boot talking, and will keep quiet if you disable
it.
If your pi isn't using systemd then you'll have to look up the
command to disable the service. Sorry, haven't used raspbian in a
little while.
