One thing you could try from the command line:
Sudo apt-get install gnome-orca

Many thanks for your reply. The image I have isn't from the VI site.
The image I am using has amateur radio software added which I run. I'm
sure it won't have Orca or Espeak hence, I'll need to obtain a copy and
install it onto this particular package. Is there a site that I can
download just Orca to install on the desktop?
