No there aren't, though there probably should be and they won't be hard to
implement. Would you like some?
In the mean time you can use the select bars dialog which Sibelius itself
offers.
The shortcut is Alt+Control+A.
The tabbing order in this box isn't very good because the edit boxes for the
first and last bars are the wrong way round so make sure that you listen to
JAWS and don't just start banging bar numbers in. There's also a checkbox
for making a system selection rather than just extending the selection
across the selected staves.
