[sib-access] information about stop plug-in dialogue, incase necessary

Hi dan,
 

Since I ran the access plug-in and restarted, my case largely resembles
David Shortland's: the stop plug-in dialogue is spoken only when I select
very fast (at half sprinting speed), as far as navigating is concerned.  As
for issuing editing, I hear the"stop plug-in" dialogue only when I press r
for repeat and at some rare occasions, but that doesn't slow down my work.
I could imput notesand any text very at a flowing tempo. at very rare
occasions.  It's so much easier.  However,sometimes the problem returns, but
all I have to do is run the access plug-in again, and the problem goes away
again, and it works extatically well again.
