The Tennessee Wildlife Resources Agency (TWRA) announced on 7/30/03 that a
Gibson County, TN man (Donald Ray Keel) was convicted in Federal court of
two federal counts involving the illegal use of a restricted-use pesticide
(Aldicard), and violation of the Migratory Bird Treaty Act. According to
TWRA, Mr. Keel used the pesticide in "two deer carcasses and a goat
carcass, and placed the carcasses in a field where various animals and
birds consumed them."

Mr. Keel received a sentence of 7 months imprisonment and was fined $1000
by US District Court Judge Samuel H. Mays, Jr. in Memphis.

The prosecution documented that Keel had killed seven (7) Red-tailed Hawks
and two (2) Blac k Vultures, two species protected by the Migratory Bird
Treaty Act . No telling how many other animals or birds (other than those
protected under the Migratory Bird Treaty Act) were killed by this
"citizen."
