[TN-Bird] Re: Petition for Whooping Cranes added instructions

When you are filling out the information on the petition you may run into a
glitch in the machanics.
If you fill in the city and click the sign button and it says "cannot leave
blank" at the city space, click on "outside of US". This causes a new
window to pop up where you can click your state. Petition signature should
go through with this extra addition.
