I just received a photo of a Swallow-tailed Kite in Clarksville, Montgomery Co. that has been present for at least few days and is present as of today (19 Sept 12). I don't know the exact location yet, so at this point there is no chance to chase it. It was originally reported to a TWRA wildlife officer by a county official. I'm glad it got forwarded along! There are few records for middle Tennessee. In addition, there is only one later record of this species in Tennessee (25 Sept 1933, S. Harpeth river area, near Nashville). If I get more info on location and if there is access to the site (the bird has stayed in the area), I'll forward it along.
