The Tennessee Valley Authority has just begun a large scale Reservoir Operations Study. The purpose of this study is "to determine if changes in TVA's reservoir system operating policies would produce greater overall public value." The decision to undertake this study is partly in response to the recommendations of the Regional Resource Stewardship Council, a citizen advisory group TVA convened over the last 2 years. It is also partly in response to demands from lake-front homeowners and others that TVA maintain higher water levels in its lakes for much more of the year than it does at present. TVA is presently soliciting ideas and opinions from the public on the issues that should be included in the study, and on the public's priorities for operation of the reservoir system. It is holding a series of public meetings across the TVA area in the next few weeks, and is also accepting comments by mail, email, and phone. Changes in the operation of the TVA reservoirs have a great potential to impact birds, and Tennessee birders should therefore get involved. The last similar study undertaken by TVA in 1990 resulted in the drawdown of the tributary reservoirs (those that are not on the main stem of the TN river) being delayed several weeks. This probably resulted in much improved shorebird habitat at places like Rankin Bottoms on Douglas Lake (at least during years of normal rainfall). Keeping these lakes full into early fall, as some are requesting, could eliminate much habitat for shorebirds during the critical August-September migration period. Changes in lake levels could also greatly affect habitat for ducks, geese, herons, cranes, and other waterbirds. If you care about these things, let TVA know.
