This Just in from the American Bird Conservancy:
"After ABC and our partners met with state officials and brought public
attention to the matter, the Commonwealth of Virginia announced specific plans
to help the state’s largest waterbird colony, which was displaced last year,
when nesting habitat was paved over as part of the Hampton Roads Bridge-Tunnel
expansion project. The new plans will create new breeding habitat for a colony
of at least 20,000 Royal Terns, Sandwich Terns, Black Skimmers and several
species of gull, including Gull-billed Terns which are listed as threatened in
VA."
