Sure, terminal apps in Linux can't even tell if they are local or from a
terminal session. Kipperterm handles VT100 (screen codes) reasonably
well, you might have to play around with TERM settings (set TERM=vt100)
and manually set the screen size (I can't remember how) though.
Chances are your router already blocks all incoming ports by default, so
you should be OK. This can be checked through the NAT settings on the
router (no Port 23 for Telnet)

The telnet server would be within my LAN. Will need to understand more
about blocking or preventing outside access. Assuming a port restriction...

Which NIC and Terminal do you have on the C64 side?
If it's Kipperterm it will do "real" Telnet, so on the Ubuntu side you
would need a basic Telnet daemon.

Note that Telnet isn't encrypted, so try to limit accest it to your
local LAN for the C64 to access it.
