I haven't searched the net yet, but I suspect that its a utility app designed for an upgrade board with a physical 1.3 rom like I had for my pogressive peripherals 040 board. I physically moved the 1.3 rom to a socket on the expansion board. The software would then change which of the 2 roms the system would boot. In your case it's probably mapping to an empty address and hence giving you the garbled screen.
