Sounds like you've got at least one bad RAM chip or socket; fortunately the
320132 board uses 2114s, which are still relatively easy to find.
The lower 2K are working, so try removing the 3rd pair of RAM chips (I6 & J6)
and replacing it with the last pair (I1 & J1); with luck you'll get it up to
6143 bytes free or even the full 7167 if it's a poor socket.
One way of testing RAM chips if the system is working is to leave a good pair
in I/J7 & I/J8 needed to run, pull one of the video RAM chips (C3 or C4), and
one by one replace it with the chip you want to test.
And yes, there are several ways of upgrading the ROMs, depending on how much
you want to spend and whether you care how it looks.

I've got a PET 2001-8 that recently came back to life.
I was out drinking with friends (around 2001), I stumbled while walking
downtown over this PET. I took the PET home (I still live downtown) which was
really in bad shape. His Exterior was rusted and his chassis was impossible to
open. Someone had cut off his power cord too.
He got put into storage with Family for a while (I moved around a lot). And
not so long ago, (well this week) I got him back. I had to cut the screws to
the lid, popped the top and looked inside. At some point the chassis became the
home of some creatures, which I cleaned out the remnants of the nest.
The mainboard was in decent shape, and after everything was clean and chips
pressed into place I powered him up. The screen actually worked and I got some
random garbage for a second. After a few checks on the MB I soldered a few
spots and restarted him. He works.
After looking inside it, I noticed the Logic Assembly Part Number is 320132.
The exterior doesn't have the chicklets, or the tape drive, it's a 9" monitor
with the PET ASCII Keyboard (minus the CAPSLOCK when I found it). He also
reports:
*** COMMODORE BASIC ***
1023 BYTES FREE
Which by the *** and model number 2001-8 he's got original ROM's.
But doesn't that also mean 2001-8 should have ~8K free (7167)?

Any thoughts on the RAM? All of the chips are populated, maybe this was
scavenged before being discarded.
If I recall, the ROM's in early revision 2001's can't go to Basic 4 but 2/3
is available correct? Well if I can get ROM's that is.
I do recall at the one or two TPUG meetings that I did attend and the WOC,
someone mentioned a modern ROM upgrade. Are these still around?
