Shareware but free to download from http://www.amigaforever.com/ae/ , just need a serial null-modem cable and Windows PC with a serial port (USB to serial works too).
The installation to the Amiga gets done over serial as well, regardless of the Kickstart/WB in use. It's not particularly fast but it works great.
