Below is the response I received regarding the color-banded shrike in VA Beach.
I must have misjudged the colors of the bands. If anyone heads out there,
please take a picture of the shrike, if possible. I definitely needed my scope
to see the bands. I probably won't be able to get there today, due to work.

Thanks for contacting me. I'm the coordinator for the Loggerhead Shrike
recovery program in Ontario and your sighting of a banded LOSH is extremely
valuable to our program!
This summer we banded wild birds from the program with a dark blue band over a
stainless steel band on the right, but according to my records none of the
birds received dark green over orange on the left. We did have dark green over
red and dark green over yellow - any chance you have a photo of the bird I
could look at?
Also, can you send me the location of the bird (GPS coordinates are ideal, but
not essential) and any description of it's behavior?
Thanks again for reporting your sighting! We know so little about where shrikes
migrate to in the winter that every sighting is extremely valuable!

Subject: color-banded Loggerhead Shrike in Virginia
I hope you can help me discover the origin of a shrike.
I found a Loggerhead Shrike, that is color-banded, in Virginia Beach, Virginia.
Its right leg is marked with a blue band above a silver band. Its left leg is
marked with a green band above a orange band.
There was an unbanded, as far as I could tell, Loggerhead Shrike at the same
location last winter. The record last winter was a notable report for southeast
Virginia (first report in over 25 years, I believe). I am interested to hear
about the origins of this shrike.
