[Va-bird] Magnificent Frigatebird ESVNWR

I'm reporting this for Bev Leuwenberg.  She and Gerry Weinberger had a 
Magnificent Frigatebird fly over them while they were at ramp lane pond at 
Eastern Shore of Virginia NWR about 4pm today (Sun).  The bird was heading 
south.
