often at or after the midpoint of a rising tide" ...
2003 Water Level Tidal Predictions are available on-line at the NOAA web site.
Of course, they are avail in more detail than you could ever want, but if you
just want to know when is low tide in the DC area, there is an entire chart for
2003:
