Depends on what species you're looking for. Laurel Fork Rd to Allegheny Rd has the potential for Alder Flycatcher and Mourning Warbler (though Paddy Knob in nearby Bath County is the best known spot for the latter), the roads around Blue Grass have Bobolink and Vesper Sparrow, and there are some spots along Wimer Mountain Rd and US 250 that may have Golden-winged Warbler. There are other high-elevation species that are easy to find in Highland, but those are a few of the birds most people look for up there. A Richmond Audubon group was just up there Saturday and had close to 90 species.

Looked on eBird, but there doesn't seem to be much reporting from Highland Co. 
during Spring migration.
