I was able to find the gull at 5:00 (4/12) at the Dyke Marsh Marina. It was
about a quarter mile away on the river, flying constantly and never landed
during the 30 minutes I watched it. There were about a dozen Bonaparte's on
the water.
Here is a distant picture that could be useful -- hopefully someone will have a
better one.

Adult plumage, mostly black or perhaps all black head.
very dark under the wings.
None of the Bonaparte's Gulls that I saw had as much Black on the head as the
Little Gull did.
Way out in the Potomac River.
While seen from the Virginia shore, it very likely spent some or most his
time in Maryland waters.
