I'd say probably a definite. On my way south to a meeting yesterday afternoon,
I crossed the Occoquan on I-95. Since traffic was slow, I though I'd check for
Osprey, looked to the right and saw one flying over the river. Close enough to
confirm it wasn't an eagle.

Going home from school today I might have had a first of season Osprey.
Unfortunately I did not get a good enough look of the bird to distinguish it
from an eagle. it was perched on a tower that was used as a nest for a pair of
Osprey last year, and I have seldom seen eagles perched on the towers. I'll
take a look tomorrow to hopefully find something conclusive.
