Do you wish to use the iPhone without sight?
Do you have VoiceOver turned on?
What operating system is running on the iPhone? (The latest version is IOS
8.2)

Can anyone tell how to set up the iphone 4S for the visually impared. I
can't work out how to get into my contacts, how to set up the screen that
there is only 1 item/application per screen, etc. If anyone can help with
the basis layout at the minute I would be very grateful.
