I am not a jaws user but I will explain again. At the Inbox go to Tools and 
arrow down to Options, once this window opens there are several tabs across the 
top. You are likely to end up in General. You need to tab to Send. Note I do 
not mean you tab within the General Tab but to the tab that is called Send, 
once you have that Window open you can use either the tab or arrow down key 
until you come to the send mail as and the first option is html

Eleanor, 

What I should have said too is what mode do you need to be in say in send mode 
for example in outlook express? 

I did go send mode to try and achieve and hitting tools options there was 
nothing there. 

So in a nutshell where do you need to be in OE to accomplish what I need to do?

sending options, the first is html and these.  You will want to select plain 
text and then arrow around to Apply.  Come out of that Options section and back 
to your Inbox and send the mail.  To make sure you have done it correctly you 
could always send yourself a test mail.
