Hi Flor,

That's strange because I have had it set now for a while and even though I
have performed various clean-ups including deleting cache and other temp
folders it has still held its setting of "OFF".

Paul,

Although it is useful to save the setting as you outline, this setting 
isn't permanently saved. (If, say,  you do a disk Cleanup or you delete 
your Internet cache, then you are once again restored to the default 
Google Instant on value the next time you open Google. I turned Google 
Instant off, which was good for a few weeks until I did a disk Cleanup, 
etc.
