[vip_students] iPad Mini and Changing Voice

I found a voice female which says Irish. How can I have her on my iPad Mini? Someone has suggested that I would need to be in Ireland as the geographical area is important for the effective use of other apps. If I cannot use her at present, how can I change from Male Daniel to Female UK?
