Paul,
I have a cover on my iPhone that covers the edges of the iPhone screen
slightly. I could not get to the top where it says "2 out of 5 bars" and "3
network", etc. So, when I took the phone out of the cover, I tapped the top
of the screen to focus on those elements Then the three-finger swipe down
worked as you describe.

Notifications on 086 is the 3th item from airplane mode and with 087, it's
the 4th item down, if that helps.
