Paul,
In Windows media Player, if you tab around you will eventually come to
it. (The Seek left/right slider, which gives the time elapsed in
seconds. Then, there's the rotate metadata icon, which gives the elapsed
time in minutes and seconds.)
In Winamp, there's a Jump to Time feature (which works with JAWS).
(Control j, subject to verification.)
