Hi John,
I think I can suggest solutions for your first two issues.
Regarding the voice message issue.
You don't actually need to press the send button, because the voice
message is sent automatically.
So once you release the record button, the message is sent to your recipient.
Regarding the deletion of a conversation from the chat list.
Even though VoiceOver reads the call and delete buttons after a
contacts name in the chat list, the buttons are not visible on the
screen.
You need to tap on the contact's name, and then tap and hold while
dragging your finger to the left.
Now the call and delete buttons are visible on the screen, and should
work when double tapped.
In relation to your issue of not receiving a notification for incoming calls.
I'm afraid I can only suggest the standard checking your notification
suggestion.
Settings / Notification Centre
