The OECD Environment Directorate is seeking an economist to work on the links between transport and the environment. The post is a fixed-term appointment for one year at the OECD headquarters in Paris. The post-holder will be expected to: 1. Undertake empirical policy analysis including: the elaboration of analytical frameworks for quantitative assessment; data collection and analysis; and, elaboration of case studies. 2. Provide Secretariat support to the OECD Working Group on Transport: organising meetings, maintaining contacts with delegates, preparing agendas, summary records and relevant papers. 3. Supervise a project staff and potentially other temporary staff members (i.e. trainees) and external consultants. 4. Ensure co-ordination with the European Conference of Ministers of Transport: organising joint meetings, co-ordinating work, and elaborating joint projects. 5. Develop proposals for the biennial Programme of Work and Budget for 2007-2008 and mobilise needed voluntary contributions for their support. 6. Participate in workshops and conferences as appropriate. *The person we are looking for should have...* 1. An advanced university degree in economics, with a specialisation in environmental economics or the economics of transport. Empirical research experience in the area of environmental economics, particularly with a focus on the transport-environment interface would be an advantage. 2. Excellent knowledge of transport and environment, economic and policy related issues. Three to seven years' experience in these areas. Familiarity with the international setting and work in the area of transport and environment is required. 3. Ability to manage large projects and ensure the efficient and effective use of human and financial resources. Demonstrated strong people management skills and good team management. 4. Good communication and interpersonal skills, including ability to maintain harmonious working relations at all levels in a multicultural environment. 5. Ability to draft reports and make presentations for a wide range of readership and audience, including government officials, university academics and others. 6. Excellent knowledge of one of the two official languages of the Organisation (English and French) and demonstrated ability to draft and present clear and concise reports in that language; very good knowledge of the other. Knowledge of other languages would be an advantage.
