Review of the economic governance framework
The EEB and the European Youth Forum work together on responding to the public
consultation for the review of the EU economic governance framework. We
organized a webinar to talk about the core messages with some of you in June.
Due to the covid-19 impacts, the original 30 June deadline for the consultation
is postponed to a to be defined date. However, we had a meeting with the ECFIN
organisers of the consultation and plan a second meeting in September. They
seemed genuinely pleased with the draft we shared and gave constructive
feedback and encouragement to continue.
We plan more work on this and on an open letter after the summer break, with
the core messages from our input in media friendly format. If you wish to

We have to talk about trade
We ensured that the EEB signed the stop COVID-19 ISDS cases

as well as the end EU-Mercosur deal

As negotiations to modernise the Energy Charter Treaty (ECT) began, Nick also
wrote a piece for META and The Ecologist article on all three files.
The trade topic is high on the policy agenda with a) the German EU presidency
(more on the presidency below) and b) the Commission opening a consultation on
its trade policy. We want to get the trade related concerns from EEB members in
that public

Human economy report - Tender on case study for built environment
We are in the process of writing a report for the Climate of Change project on
what we expect from a human economy, what the principles are by which such an
economy is guided and how just and sustainable economic structures look like.
Within the scope of the human economy report, we just published a tender

for a study to identify policy proposals to achieve a truly sustainable EU
built environment, in both material footprint and social justice terms. You are

100% Paris compatible energy plan
The EEB in cooperation with Climate Action Network Europe (CAN) has published
the results and a report of the PAC project – “Paris Agreement Compatible
Scenarios for Energy Infrastructure” last week. Over two years they have been
developed an energy scenario for Europe which is guided by three goals:
* 100% renewables in Europe by 2040 in all sectors
* A 65% reduction in greenhouse gas emissions by 2030
* Net-zero greenhouse gas emissions by 2040
The report shows that the EU can achieve climate neutrality by 2040 – a decade
before the 2050 target – raising hopes for the fight against the climate
crisis. It doesn’t include post-growth or behavioral change indicators but
intended for a follow-up of the project. You can find a bunch of more detailed

Start of the German EU Presidency
The first of July marks the start of the German EU

Germany took over from Croatia, which “ruled” for the first half of 2020. Of
course the main goal is to overcome the socioeconomic crisis created by the
COVID-19 pandemic and to set the EU on course for a long-term recovery. The
foreign minister said that the 2 keywords are solidarity and sovereignty. In
the EEBs ten demands to the German presidency we called out for further
discussions on the role of wellbeing in the European Semester and to explore
replacing a GDP growth focus with a wellbeing focus, taking inspiration from
developments in New Zealand, Scotland, Iceland and Wales. Furthermore,
emergency action and recovery responses must be taken in the context of a wider
plan for Europe’s future, guided by environmental sustainability and wellbeing
for everyone.

New MFF and EU Recovery fund proposal out
The European Commission shared plans for a recovery fund and a new EU budget,
promising to provide the money needed to rebuild in the wake of Covid-19. We
welcomed calls for enhancing the EU’s strategic autonomy and screening foreign
direct investment and the boost for the Just Transition Fund. We believe that
re-skilling of workers in climate damaging sectors like aviation or coal is now
very timely. The recovery fund and MFF will be discussed in the European
Council this Thursday.

Degrowth Barcelona Summer School this year online
This year’s edition of the Degrowth Summer School Barcelona is cancelled due to
