We welcome you to the session of the WINS Seminar series (Seminar of the
Berlin Workshop in Institutional Analysis of Social-Ecological Systems) on
June 18, 2015.

Prof. Markus Hanisch: Transforming the energy sector; with or without
participatory governance? How energy consumers value decentralized energy
production

Abstract
Germany and other European countries seek to increase the share of renewable
energies in power generation. On the retail market consumers can choose from
a wide range of products, including electricity produced from renewables,
locally produced electricity, or electricity from cooperatives. We report
results from two surveys on preferences for electricity, conducted with more
than 2,000 German consumers. Our findings show that consumers’ willingness
to pay is higher for power generated by energy cooperatives and municipal
utilities, especially if the share of renewables is high. We argue that
transaction costs might explain these differences.

Bio
Markus Hanisch is an agricultural economist with a background in
institutional and resource economics. He holds the chair of Economics of
Agricultural Cooperatives at the Department of Agricultural Economics at
Humboldt-Universität zu Berlin. His research interest combines approaches of
political theory and institutional economics with cooperative studies.
Professor Hanisch is participating in or leading several research projects
in close collaboration with national and international research foundations
and financiers (such as the German Federal Ministry of Education and
Research or FAO). He belongs to the group of Affiliated Faculty at the
Vincent and Elinor Ostrom Workshops for Political Theory and Policy Analysis
at Indiana University and works on several editorial boards. As a senior
lecturer he gives the course “Cooperation and Cooperative Organizations” in
the EU-funded International Masters Programme for Rural Development (IMRD).
