Carsten Mann (Technische Universität (TU) Berlin, Center for Technology and Society, Christian Schleyer (Helmholtz Centre for Environmental Research - UFZ), Ladislav Jelinek (Martin-Luther-Universität Halle) Wittenberg): The Procedure for Institutional Compatibility Assessment (PICA) and applications in SES Dr. Carsten Mann is head of the innovation division at the Center for Technology and Society, Technische Universität (TU) Berlin. As a forest and environmental scientist, he has an interdisciplinary background with a specialization in environmental governance, system transformation and policy innovation by combining concepts of social-ecology systems with those of sociology, policy- and institutional analysis. Dr. Christian Schleyer is a researcher in the Department Environmental Politics at the Helmholtz-Centre for Environmental Research (UFZ) in Leipzig. He has worked on agri-environmental policies, rural development, market-based instruments for ecosystem services, and water management issues, in particular reclamations systems. He is currently task leader in the EU research project OpenNESS Operationalisation of Natural Capital and Ecosystem Services: From Concepts to Real-world Applications (7. FRP). Dr. Ladislav Jelinek is a researcher at the Department of Agricultural-, Environmental- and Food Policy at the Faculty of Natural Science (III) of Martin-Luther University in Halle. He has worked on land market analysis functioning, policy modelling of agricultural and rural policies and on the economic and institutional aspects of land-based renewable energy policies. Since 2013 he is a member of Kulunda project (`Ecological and Economic Strategies for Sustainable Land Management in the Russian Steppes´; BMBF Sustainable Land Management Program) in which he focuses on institutional analysis of the implementation of soil conservation policies in Kulunda steppe. One task in the project deals with the PICA testing in the study region. Abstract: Ex-ante impact assessment of agricultural, environmental, and rural policies has become an integral part of political decision-making processes in the European Union. While a variety of agri-environmental modelling tools exists, ex-ante policy assessment tools capturing the institutional dimension are rare and need to be improved. In this presenation, we introduce a standardized procedure for ex-ante assessing institutional aspects for policy implementation: the Procedure for Institutional Compatibility Assessment (PICA). PICA has been designed as an explorative and flexible, yet formalized methodology that enables policy-makers to identify, at an early stage, potential institutional incompatibilities. To empirically test PICA for the first time, the tool was applied to the implementation of the EU Nitrate Directive in two differing departments in Auvergne, France. Therefore literature reviews and interviews with experts and stakeholders involved, or likely to be involved, in the regional implementation processes were used to predict crucial institutional aspects for the implementation of the Nitrate Directive. As a result, PICA was able to detect various similar and distinct features in the respective institutional contexts of the departments, confirming its practicability and predictable power. Further, in another application PICA was recently used to analyse the existing institutional, administrative and technical constraints in the implementation of land conservation policy on part of Siberian steppe in Russia. Specifically, the PICA was tested on the command-control measure that banned a largely applied crop residues burning practice on agricultural and forest land. It is an open platform for both advanced and young scholars to work symbiotically. WINS is based at Humboldt University's Integrative Research Institute on Transformations of Human-Environment Systems (IRI THESys). The overarching scholarly aim is to facilitate the accumulation of knowledge and the development of new, interdisciplinary and problem-oriented analytical theories and methods, bridging the multiplicity of approaches that have been established over time. Integrative discourses, interdisciplinary research and an advanced studies program will serve as conduits towards this goal. The ultimate purpose is to strengthen policy making through enhanced dialogue with practitioners and stakeholders.
