Based on my experience, your last sentence is true even if you aren't using VMs.
However, I can also tell you that SP1 improves things considerably. After installing SP1, I no longer dread having to test my drivers on Vista. It's almost usable. If you haven't done so already, I strongly recommend you install SP1 on these systems.
