Good question.

1. The support cost is waived if the issue is found to be on Microsoft's side.

2. Every large commercial software product ships with bugs.

3. Microsoft gives priority to bugs which impact actual customers (e.g., you.)

4. It is more expensive to fix a bug in an already-shipped version of Windows 
than the version under development.

These are some of the reasons why, if a Windows bug is important to your 
business, I ask that you open a support case.

I never got to filing a support case for this, but I find it odd that since 
being a verified bug in Windows 7 and onwards... why should I file a
support case for it (it seems that there is a cost involved) ?

Is it just to heighten the priority for the bug in your issue tracking ? :)
