You need to put endpoint properties into a subkey of the HKR named EP\0 or EP\1 
etc. This applies to both your PKEY_ properties in the .inf snippet below.

You can confirm setting endpoint properties (but not effects properties) worked 
by querying them using Windows.Devices.Enumeration (preferred) or the legacy 
IMMDeviceEnumerator API

Sorry for the copy paste. Actually I was trying something by commenting, but in 
fact As I was implementing, PKEY_AudioDevice_NeverSetAsDefaultEndpoint was 
allowed ( without semicolon ).
But still for confirmation I have compiled, built and installed again, bu the 
issue remains the same.
My actual implementation is like :

The semicolon marks the start of a comment. So this line has no effect. Remove 
the semicolon.
