Have you updated to the latest Windows 10 release? There was a specific
high-latency issue in 1903, fixed in 1909/2004.

setting up Windows 10 PCs with best drivers and all other relevant settings for
minimum PC latency contribution on voice chat apps
To: Members of WDMAUDIODEV Group:
We seek an expert to show us how to configure and setup a pair of Windows 10
personal computers (PCs) for minimum latency for 8 KHz audio considering all
relevant factors, especially audio drivers. We also need a set of precise
instructions that can be used to configure and setup additional Windows 10 PCs.
The background is that In the April/May timeframe of this year the two Windows
10 PCs we use as endpoints with a voice chat offering started adding between 30
and 60 milliseconds of additional round-trip latency to our sessions and we
haven’t been able to find the cause. We are confident the PCs are the source
and the additional latency is a problem for us. We don’t want to roll back
Windows updates because of potential security issues in doing so.
