The bug "Need a way for a device to advertise realtime format caps changes" is
currently not a Windows OS Bug since the feature is part of the ongoing feature
planning/prioritization process for the next version of Windows and given the ability for
3rd parties to work around this in the driver:

"Custom audio driver implements a different PnP device interface for each of the
possible formats."

I know other solutions, which of course also has it's disavantages:

-as a driver writer you could write a old style mme-driver (example included in the NT4 DDK). Disadvantage: does not seem to be supported in 64-bit operating systems. The mme driver was also a solution to some known XP/W2k Bugs, which some of you may remember:
-audio data was shifted by one bit in W2k by the kernel mixer
   -kernel mixer additional latency
-24 / 32 bit format support was removed in XP
   -32 device limit in XP
-unexpected sample rate conversations in W2k/XP

-as a writer of audio applications you could use directKS (like sonar does)
-or use ASIO instead of Microsoft
