Yes -- it's in the root of the WDKs (build 6000 and beyond) but not in
the DDKs (up through 3790.1830).

The WDK license specifically prohibits distributing even the
redistributable code into any project where it becomes subject to a
license that requires source code to be disclosed or distributed in
source form.  It is widely believed this is an attempt to legislate away
open source drivers.
