[wdmaudiodev] How to test for greater than 16-bit sample size

Okay, now that we're on the subject, how can I query the audio hardware
to
see if it supports BitsPerSample greater than 16-bits? IKsProperty or
IKsControl might be a way to do but GetCaps in Direct Sound, or the Wave
APIs or MMIO APIs will not report this nor will enumerating pin
properties
in DirectShow.

That's exactly why, it was done before that format was around.
Also made it easy on apps to support multiple possible heterogeneous 
sound cards, they simply opened all available stereo pairs regardless.
