[wdmaudiodev] Setting upper and lower volume bounds

I've searched the archives and haven't found any answers to what should be a
very simple problem:

How do you define the KSPROPERTY_STEPPING_LONG value for volume control (in
Sounds and Audio Devices) so that you get the actual values that your
hardware supports?  Or if that can't be done, how do I get something that I
can easily translate?  Is there a limit to the values that you can specify
for your volume control?

It seems to correctly limit the values sent to the driver to the upper limit
specified, but the lower limit is never honored.  I'm testing with XP SP2.
